The reason why they used the same engine was probably due to the functionality based reasons. GTA LCS provided lots of features that GTA III never could. Extra Missions, Helis, Bikes, Interiors, better Missions and more. 10 Years ago, it'd be have been more than enough to call GTA III rather low budget.
